I know some governments have funds for this kind of development however I wonder how obtainable are them. Also if this is a tech NGO. how can identify the possible sponsors of this organization.

What is the cost of not participating into this NGO situations for commercial companies and what could be the value added for them to participate.

The character of the NGO is the business development and market consolidation of open software technologies. This are non-vendor specific software that can provide a value added to the general population. The main benefiters will be companies able to save money. On the other side, I wonder how can a `general population` can provide seed capital to this project.
