I`d like to start a home-based business for just local area only...for now, should I Inc. or LLC. to give it that "professional" touch? If so, then how do I get the "ball rolling"?

LLC might be the better choice, but we are far from experts in the field. Check with a tax professional and/or a lawyer to help you decide. You will be happy you did!
