For a basic (no-ecommerce or video) web site for my business,  can I get reasonably good functionality, design and ease from the templates supplied by the popular web hosting companies?

Or do I need to have it designed by someone else?

Could be the supplied templates will be fine, it`s dependent on if they fit your site concept and needs .... see what they have available .... however there`s the possibility that other people may use the same template, losing the originality aspect if you want that ... also, check with the hosting company to see if the template is portable, if it`s html based or generator based, and if it is SEO friendly.

Using website templates are a cost-saving measure, but rarely plug-and-play.  If the files have been designed in HTML, you will still need to tweak the content to fit the provided spaces and will probably want a developer familiar with Cascading Style Sheets to have it match your business brand.  Moreover, the templates usually come with image-based navigation elements that are to be edited in Photoshop or related software.  For beginners, this is a time-waster.  What will take you hours to attempt can be readily completed by a skilled graphic designer in minutes.  Even templates that are supposedly easy require some knowledge of HTML, CSS, and PHP and while you may not create a website that is complete trash, it may also not match the the picture you had of it when purchasing the template.  (Those were done by skilled designers, naturally, and they are designed to sell.)

In short, my advice to you and other web novices is to find a template and either hire a web developer to make it your own or purchase the add-on customization services that the template seller offers.  Of course, purchasing a unique design, especially for simple sites, is still affordable.

If you would like to receive a quote on a project that you are ready to move forward, I would be happy to help.

No doubt your going to need to personalize any template you buy. That includes changing the logo and other graphics within the template.  This can lead to a truly professional and dynamic website presence.

Templates Online:

Now if your talking about the `cake pan` templates offered through some website hosting companies, that is an entire matter in and of itself.  These sites will allow you to change things like the logo and they also allow you to upload graphics.

However, bottom line is this, often the impression that sticks out in your visitor`s mind is that too often it looks cheap and `templated`.  That may not be the message that you want to convey.
