If I have my graphic designer blog on my freelance graphic design website when i ad blogs to my blog site will that increase my page rank for my freelance graphic design website since both are indexed by google ?

It will definitely pass the PR flow to your blog and other inner pages unless you do not define it no follow. If you do not want PR flow of your main website to your blog, consider to host it on sub domain rather than as sub directory.
