Hi,
I have launched a global job portal,

http://www.visanaukri.com

Visa, a form of permission for a non-citizen to enter in a Country.
Naukri – an Indian phrase, meaning “Job/Employment”.

Jobs that can be posted and searched - H1B Visa(USA), L1 Visa(USA), B1 Visa(USA), Work Permit/Visa(UK), Work Visa(India), Z Visa(China), Work Visa(Japan), Skilled Independent Visa(Australia), Work Visa/Permit(Dubai), Employment Pass(Singapore) and all Visa/Work Permit types across Countries.
Highlight of the website - free job posting and job search

The website has a very clean and simple user friendly interface on every page.

The idea is to bring all the international jobs on one platform.

Job Seeker:
Job Seekers can register and upload MS-Word Resume. No filling of long forms. Search jobs based on Keywords, Visa types and Industry.
Easy to apply for the jobs, Employers will receive a link to view/download the applicants Ms-Word Resume.

Employer:
Employers can register and post any number of jobs for free. Employer can search resumes based on Keywords, Visa types and Industry.
The list will display an MS-Word icon, if a Job Seeker has posted the Resume. Employers can simply view/download those Resumes without any cost.

Job Seekers have started posting resumes, couple of Employers have registered but not yet posted jobs.
As a part of promotion and marketing, I added url to google/yahoo, posted in couple of forums, did link exchange with other websites,posted classifieds in Kjiji.
I am not sure if I can send a promotion emails to Employers/HRs.

I would just make one suggestion don`t require jobseekers to register in order to view the job descriptions.  My husband and I own and operate 2 successful niche job boards that have been active for 2 years and steadily growing.  We have learned from feedback and stat tracking that the employers will get more responses if people can simply view the ad and apply in whatever manner the employer states. 
 
Remember, the more responses the employer gets the greater value they will place in your site and they will return.  That is the goal after all.

   I will have necessary changes on my site as per your suggestions.

   once more thing, is it just to enable "view description" or be able to apply for a job even if a job seeker is not registered?

  Doing so, will I be having less number of job seekers registered?

I like the global aspect to it! Very cool. I also agree that when folks land on your site, they may want to browse first without registering...see if you can have a guest browse.
