if you've been doing SEO the proper way, then no, it's not going to be more difficult - just keep doing what you've been doing. if you've been using black hat SEO practices, then yes, your job just got way harder.

It will be considerably more difficult for those who only use comment and forum links (and spam) as their only tactic...

This is true that after the Google penguin update the search engine notice on all links that the created links are relevant or not. Many of website have penalized after penguin updating due to the irrelevant link building.

I think this update for those sites have duplicate, overlapping, or redundant articles on the same or similar topics with slightly different keyword variations

Yes ,i agree after these  google updates (panda and penguine)  seo becomes little hard ,but only for those who was using unethical way of link building, If one is using proper way and focusing on quality then no need to worry about it ,only avoid spamming   then no need to worry about google new algorithms.

As per my experience I think White hat techniques are only the ways for improve ranking. I mostly use quality link building techniques like Forum Posting, Blog Commenting and Social Bookmarking. Never use Black hat techniques which penalized your site.
