to post on forums or websites in an attempt to find a partner or investor?  I am not talking about breaking rules...I am talking about against any laws or regulations.

It depends - on what you say, how you say it and where you post.
 
In general, the SEC prohibts "general advertising" or "general solicitation" of a private (non registered) offering of securities. One should use care to avoid these activities.
