Do I have to register a domain for each page I want to have users be able to blog on or post a review?

I want to have a site where there are links to a different pages and all those pages have the ability for people to post a blog or review

do i have to have a seperate domain for each page that has a blog/forum?

You could set up one blog with multiple users.
Or do something social media based.

Or or or ... endless possibilities!

Isn`t there some turnkey software that allow people to post comments on each page of a site where the owner sets it as enabled? I see lots of sites where there`s an article, then below that, "post a comment" or something to that effect.

I think the answer to your question is no.  you do not have to have a domain for every page.
 However, if you are going to allow other folks to post article or reviews to your blog, you will have to upgrade their usage level.  You don`t want to make them administrator but editor at a minimum.
