I am not sure but I believe it is different in each state. I am in Oklahoma, Carter County. When I looked into operating my .com from this state, I learned that I did not need to register in this state. I did however have to register with my County. I am sure that it would have been quite different if I were a brick and mortar company. I do not know if this helps (it probably doesn`t) but I thought I might let you the answer might be different in each state.

You should go to the IRS website at http://www.irs.gov and look at the EIN section. EIN stands for Employment Identification Number.  You may not need one if your business is a very simple sole proprietorship without an employee payroll.  For further planning assistance see http://www.marketingismoney.com/business-plans/business-planning.  It has really good info. consider trademark registration - good in all 50 states.
