Goals are a way to track success when it's measured by a > b > c page navigation. For example, a user comes to your home page, clicks your newsletter sign up link, signs up and is sent to a success page. The goal would be called "Newsletter Sign Up" and you would set the path of these pages (home > sign up > success) for the goal and Analytics would track these successful goal completions.

Only thing I hate about GA goals is that it doesn't work well when you funnel users from different pages into the same page (payment). So if you want to track different types of sales or different types of sign ups that end on the same page, it just tracks them as the same goal (or same number of completions). I haven't found a way around this.
