As much as Americans often lament about outsourcing, we do still have the greatest system on earth for starting a business.  It is easier to get capital here, take risks, and we are much more forgiving tax wise.  Thomas Friedman features many of these ideas in his book The World is Flat.  For those interested in this topic, he is perhaps as versed as any.
