In NJ there are at least 3 venture groups that I can think of that meet monthly and ask for startups to do a pitch in front of the group. While somewhat effective, the people that participate regularly (it is open to the public) and are constantly networking get the private meetings with VCs (and other investors) and ultimately get funded.

I found it easy to find investors when you are involved in other projects. Sometimes, if they see that you are successful in other projects, you meet people with the same goals that could help you with your startup. Things to think about. What are you involve with now? Is it a project that allows you to network with people? Do you have a business proposal for something you really want to do? In Silicon Valley (SF bay area) there are several "formal" angel groups (e.g. Band of Angels and Keiretsu Forum) which have monthly meetings where entrepreneurs are "invited" to pitch their company. The fees for presenting range from $500 to $3000.
