That is something that I agree with. If you are a small business, and you do not have a lot of time, it is best to outsource it. While you should be managing your people, and driving sales, you should not have to spend a lot of time doing administrative work. There are many cost/control debates about outsourcing anything.  However everyone agrees that small businesses must outsource somethings to maintain focus on what brings in revenue.  Payroll, HR, & IT should all at least be considered for outsourcing.
