Great questions. Business owners need to be strategic with their website. They are expensive to create and maintain and like all investments, should have a positive ROI.
I see too many businesses who don't think through the marketing and sales details before rushing to build a site that may look lovely but is ineffective.

Great items. I will have to incorporate these into the initial interview for website clients.
I have several questions I go through with new clients that are similar to this list, but some of these questions would help be more precise!

Nice article and good questions to ask!
From time to time we post a customer survey on our website and then send out an email to all of our clients and subscribers asking them to fill it out and we reward them helping by entering them into a drawing for a gift card for gas, coffee, or another promotional object.
We find that having their input is invaluable. They let us know what they like and don't like on our website and we tweak it accordingly. Sometimes our greatest ideas have fallen short for our website visitors. One item we recently removed due to our customer survey was "snapshots". We thought they were fantastic and our visitors were just annoyed by them.
I do have to say that some people LOVE one thing and others absolutely HATE it. We usually go with the majority (as we can't please everyone) and we track the success of the changes by monitoring visitor navigation and conversions.
