You need to know about choosing and registering your jewelry business name, obtaining your business license and resale tax number, setting up a separate bank account for your business, dealing with the IRS, and keeping good records.

There is no required set amount to start a jewelry business. You could spend 100k+ or spend less than 5k...depends exactly on what you want to do. Most of your time will be spent designing and making the pieces though.
I just started a small jewelry line on my own with no prior jewelry experience. Half of it is just like any other business and the other half requires the technical jewelry aspect, that is, if you plan on making your own pieces. Do you already make jewelry? Do you want your own line? Do you want to sell other peoples pieces? More info is needed.
I know some people who buy domains and sell them and have made ton of money but 1)you need quite a bit of money to purchase a lot of domains 2)you need to pick the right ones. Some of these domains are going for tons of money but I think a lot are already taken so you'd have to get creative with your domain selection. I personally wouldn't do it since it is risky and will involve a lot of overhead costs.
An online printer will always get you the best deal, some aren't very good though. I personally prefer 48hourprint.com and printplace.com for my standard go to printing needs as their quality and pricing is definitely very attractive. If I need something a little nicer then I will us uvcards.com.
