As far as the design itself goes, I think it is very well done. I have no criticisms about the design and I think you have done a great job with putting together a clean and organized interface.
One thing you should look into though is the use of your title tags. "Home | On The Way Resume" is not very descriptive and will not be convincing enough to get clicks out of users using a search engine.
That said, I think you should heed the advice of the other members of the forum and give your product idea a second look.

You should probably center the content "column" on the page. So instead of everything hugging the left-hand margin of the page, it is centered so the site compliments different window sizes and resolutions. This site is a great resource for styling and discusses exactly what I`m talking about under the sub-heading "Centered Orientation".
I think the side navigation is a little graphics-heavy, and perhaps you should consider using text links only for the navigation...it will probably make the navigation look a little less cluttered.
When you say "looks bad", looks bad to whom? Are you looking to get potential investors or a loan? Is anyone going to be seeing this plan other than you and your staff? What type of usage do you plan on getting out of this business plan?
Its an interesting idea, but I`d be pretty hesitant to eat something I received in the mail from someone I don`t know. Even if it has brochures and a possible "golden ticket inside", the idea of receiving food in the mail might creep some people out.
Couldn`t you send the cookies to existing clients for a % off of your services? I don`t know how many clients you have, so perhaps you can also send some to warmer leads who may already know you?
