My brother works professionally as an SEO, he has launched many websites and built up their search engine ranking positions. If your website is pretty rough, I think he would recommend polishing it before working on search engine optimization. He has worked with multiple companies that do web design so he knows where the bargains are. As far as cost is concerned, it greatly depends on the competition for the keywords you are after. It is important to note that SEO work is not a once and done deal. If you stop, your rankings will begin to slip because other people are competing for those keywords.

edit: Also there are quite a few companies out there that claim to do SEO work. Many of them will simply register your website with google (which is free) and charge you for "hours" of labor.
