These low content quality sites were penalized for giving promotion to the Black Hat SEO. The content was made the king of the website and unique visits were preferred for the ranking algorithm in Google. The number of social mentions from the G+ became a prime issue in ranking of websites. So as we see that Google is becoming intelligent with time.
Google has improving their data base through panda update and make check and balance of websites. Goggle has been launch many version of panda to make websites user friendly. Thanks for sharing this cool information.
