I am looking at different hosting packages to creating my online website.

If possible I am searching for email autoresponders templates, merchant account setup (using paypal), template drag and drop to create website, also to be made available on mobile, ability to use both wordpress or joomla. Budget not more than $15 - $20 per month.

For creating a website (I have basic html knowledge and photoshop) is it better to use wordpress, joomla or anything else?

    Any suggestions welcome.

Well, Firstly you should register the domain name. Before you find any expertise for web design and also not to forget to renew the domain name this will save your site from getting disappear from the indexing. Also decide what is the main purpose of the site with colors, number of pages and the content.
