In recent years, IT investment sustained growth, business costs and efficiency of the "double pressure" driving the world's fast-growing IT service outsourcing market, which accounts for IT services, increasing the share of total expenditure. According to IDC research, the global IT services spending in 2008 reached a total of 576.749 billion U.S. dollars, an increase of 7.6%, of which outsourcing IT services reached 215.952 billion U.S. dollars, an increase of 9.3%. Offshore outsourcing service offers cheap labor from overseas to reduce costs significantly and extends the service to meet the requirements of clients by multiple time zones around the world. The main clilents come from US, Europe and Japan. One-third of clients are American companies and the rest two-thirds of clients are Japanese companies and European companies. Some countries represented by the emerging countries are increasignly becoming important to undertake the outsourcing countries, such as China, India, Brazil, etc. India is a major undertaking in Asia, followed by China and Association of Southeast Asian Nations (ASEAN).
