I am working on setting up an ecommerce site for a friend of mine, and the two solutions I looked at seriously were os commerce and magento. I decided to go with os commerce, because it seemed to be more customizable, but magento seems a bit flashier. Either one will help you get a catalogue up and running online and help facilitate payment processing. Once you get the initial setup done, most of the work to the site can be done through online administration, making it easy to do with no scripting knowledge.
I prefer open source because I can have any programmer that I like work on it and customize it to my liking since they can have access to all the code, and probably are familiar with a widely distributed free software solution.
This way you can spend your money having the site customized to the look and feel you want instead of spending money on the software and customization.
The other thing that I would be careful regarding is hiring someone who may put together a website that is in his/her best interests rather than yours. If someone puts together a site for you that will require them for maintenance and updates regularly, then they will profit and your site may not be the most effective and efficient tool that it could be.
