The creation of a successful startup sales system is not accomplished by hiring a sales person and telling them to hit the phones. Not that that won`t produce some sales, but resources and time are at a premium in the startup environment. In other words you don`t have time to let a good system evolve through trial and error. You need to get it right the first time. After all, this is the machine that generates the startup`s revenue - its life blood (unless you are starting a 1998 internet startup in which case VC money is all you need and revenue is a boring detail).

Starting with a high production sales system from day-one quickly extends time and resources for a startup (slows down burn) and can ensure the success of an otherwise good product, and can carry a mediocre product until it can be fixed.
