Panda update hates thin content. One of the important points of the panda update is really to filter those articles that were written for the sake of the anchor text or keywords, which don't really make much sense.

Quality content isn't focused on anchor text or keywords entirely (but it's there of course) or word limit.  It's about catering to the readers who really need useful information about chosen keywords. The only time quantity will matter to people is when quality content is being produced.
