If you are going to sell anything that other people will consume you can bet that you will need to be approved and or inspected by local or state authorities. Check with your local or state Board of Health.
It can be a challenging but rewarding experience.
Food Preparation all types is very highly regulated not only by the Feds but states as well. USDA is involved as well as FDA. There are reason for this Allergies, communicable Diseases like Hep A and Such.
In Oregon for example you really need a seperate commercial Kitchen set up. You cannot have any pets in your home at all or you will never get a license. Be prepared for lot of inspections before a license is granted and regular visits where they can make you change the way you do thing at any time.
I had a friend that owned a candy store and practically every month the inspector make her change something about her labeling.
If you have a Small Business Development Center in your area I suggest you contact them and use them as a resource they have counselors to help you.
