Backlinks are something you should get in quality not quantity. The better the links are the better for your website. Do not waste time getting hundreds upon hundreds of junk no PR links and take the time to get high PR backlinks that may take a longer period of time to find. Google is very picky with what they show so do not worry too much if they do not all appear, especially if some are nofollow links.

Matt Cutts actually addressed this question specifically.  Google intentionally doesn't show all links using the link operator.  It's a random selection of results.  Also, you'll want to take a look at Webmaster tools - that's where you'll see virtually every link Google knows about for your site.  Shoot me an email if you still have questions, and I'd be happy to clear up any confusion.

Google is known for not showing you all of the information it has. By not showing you all the back-links, they sort of entice you to use their Webmaster tools. I use Yahoo Site Explorer for back-links.

There are lot of spammer in seo. so to avoid this  Google algorithm is constantly changing to make sure that user gets real search results and not steerage by the spammers.

Google show only dofollow llinks and avoid no follow links.

Also they should be of best quality.

I also use the Webmaster tools to check for links.  You can also check backlinkwatch.com to see which links are NoFollow links.
