Where can I hire a Flash Designer (freelancer)?

I would like to hire a Flash designer (freelancer) online. I need also some basic design and E-commerce upgrade to be done on my site. What freelancer site would you recommend?
I used to like rentacoder.com because they have an "expert guarantee", meaning the freelancer has to pay a certain amount online at the beginning of the project, and the money goes back to him/her only if I decide the project is successful. However, i am not getting good Flash designer on this website any more. Do you have any other suggestion???

I have been using eLance lately.  I have awarded three (3) projects and was very pleased with two of them. 
 
You have to interview prospects online, be very specific w/your requirements and remember that the cheapest isn`t always the best.

To piggy back on on dm519, you need to be specific in describing the details and functions of the project. This will help filter out some. I have gave them a task to complete before I gave them the work. Nothing hard just a basic "test" but not all designers will agree to do that.

Firms are a great way to go about it as well. Check out their portfolio and be weary of anyone pushy or not willing to show you past work. Never underestimate the power of Craigslist (dot) com.. You need to interview them but do not be surprised at how many rfps you get in.

I agree with the other responses. I have freelanced for several years and always found success with rentacoder (now vworker) but that success has slowly dwindled due to numerous reasons I believe. However, we have just created a new freelance community similar to those of Elance and vworker, Atask Freelancer, and while we are slowly growing (we just launched recently) you might have luck finding some professionals there for this and future work you need done. Just a thought :)
