As far as i know, reverse SEO is the process of removing (technically de-ranking) websites other than your own from the first pages of Google. Reverse SEO now days is using as one of the most effective strategies for minimizing the impact of bad publicity within the search engines organic listings. Reverse SEO is an online reputation management tool for SEO consultants who manage Online Reputation Management.
Please elaborate if it is ethical or not?

Would this be the same as creating articles, posts, etc on other sites to move down the bad PR?

you are right, it is a technique to decreasing website ranking on organic search result. mostly SEOs do it for compititots

Reverse SEO is the quickest, most effective solution for dealing with bad press that has surfaced on the search engines about you or your company. If it is used for the right intent and purpose then obviously it is ethical to launch a reverse SEO campaign. Like anything else once it becomes abused and is used for the wrong reasons, then it becomes un-ethical.

Reverse SEO is process to have you positive contents on top and some of negative contents down on ranking and search engine will show the result only positive .

Reverse SEO is the technique that helps to improve own site's ranking and decrease the competitor's ranking.To do this one has to do huge spamming of the competitor's site with lot of links to other sites.So Google thinks that this site is trying get ranked by huge spamming and so the site gets penalty and disappear from the search engines completely.Reverse SEO has become most effective to minimize the impact of negative publicity in the directory of search engines
