yea, reputation management is the key for all social commenting places. Most spammers would just like to advertise their URLs, or products. There`ll be a some guys just using inappropriate language or ideologies. You need to define the ethics of your blog/forum very carefully and make it very visible to all members.
There are softwares available to block bad language users, and you can also restrict the use of URLs within the post. You can allow all members to report any suspect behavior (Just like we have BLOCK USER option in this forum). So there is a lot you have to do and you can do. But this is essential for the success of your community forum/blog.
