Just having a website is often not enough. Its success is highly dependent on its content, structure, placement, etc.
What you should do before paying someone to create a website is to try creating one yourself so that you can properly spec out your requirements in order to get apples-to-apples quotes. Otherwise, plan to spend a lot more for it.
Once you have a firm handle on content and its marketability, then you can choose from a multitude of available cash flow-generating strategies. If you try to look at cash-flow generation first, then the chances of success become substantially diminished.
