The online advertising market is being dominated right now by a lot of major players such as Google, ValueClick, and more. It still can be very lucrative if you have the right idea and budget to be able to pull it off. Depending on your budget or funding situation I would say the next step would be to talk to some programmers and coders who may be able to tell you how well the advertising system would work. Of course go through the legal processes before allowing them to know your idea to protect yourself somewhat. If you can think of a new idea that will help online advertisers increase their ROI and help them become less dependent on Google then you may have a good plan.
