I run a web communications company here in Canada, and we've recently developed a package for small businesses who are just getting started. We typically do custom websites that start around $125 per month, and provide our services on monthly retainer so that our clients have a longer time to pay off the work, and can benefit from ongoing support & updates to their sites.

I realize that even this may be out of reach for startups, so we've also created a package at $49 per month ($79 per month with content updates) that provides a choice of 3 designs (custom designed by us, but available to multiple clients.)

We also have internet marketing packages for businesses that are more established and looking to expand their reach online.

- What is more important to you, a custom design or a low price?

- Is it important to you to have ongoing support for maintenance & updates of your website, or would you actively update the site yourself each month?

- What are the most important features, in your mind, for your website to have?

- What is your monthly budget for website/marketing help?

I am fairly new to the industry (1 year in!) but our primary niche is website design for small businesses. What we have found is that our clients like to "buy" the design upfront, they want to know that if you leave or go awol they still own the design. I believe it is because so many smalll business owners have been burned by bad webmasters/designers. 

We try to offer a package that has a low design price upfront and then a monthly service fee that gives them an agreed upon amount of our time. It seems to work so far.

As far as custom design, yes every business should have their own site with their brand and style as the driving force. The danger is that small business owners do not think of themselves as small and want the most bang for their buck. Be careful who you choose to work with.
