WHERE IS THE BEST PLACE TO START A COMMUNITY FORUM?

Any body have any suggestions?  In my business, I train others and the best way to communicate, and send them files, etc.is through a community forum.  We currently are using Google Groups for our community forum; but I am looking for another one that offers more or different features than what we get on google.  (Too many complaints in the google group community.)
Such as I like the way forum postings are here on SuN.  When someone makes a posting, it doesn`t get emailed out to all the members (unless you subscribe to that topic).  You sign in on SuN to read the posts, and your response post is shown on here also.  Thats what I like, not how Google group does it.
 
However, Google group has a feature that I do like, where I can attach a file, such as a Word Doc, Excel spreadsheet, etc. and you can select "discuss this", then members in my group, can review, and makes change recommendations, until we all decide on the final product, before we send to print.  BUT, this feature doesn`t work in my google group, and I want that feature.
 
So if any one knows of any community forum that offers at least these 2 features, and is free to use for my members; please direct me in the right place.  thanks.

How about setting up your own social network at someplace like ning.com? 

You can also use Vbulletin at your hosted site, if you have one.  It`s what I use for my community forums and it`s quite versatile.

There are also many open source software forums.  phpBB3 is one of the many.
