Well, the real work begins when you determine what you actually NEED versus what you would like to have. The best results are going come from a professional web design and service firm. (i.e. $$$ THOUSANDS of dollars right). You can also try DIY (i.e. "Do It Yourself" ) .
When designing on a budget always remember you`re going to get what you pay for, or in some cases, what you don`t pay for. But again the real work begins by you carefully defining what your NEEDS are versus what you want.
Many Web hosting companies will give you `cookie` cutter templates when you sign up for the service. However, you should be careful because most will lock you into their own designs. So my best advice is to Know What You Need.
Also, you might want to try outsourcing your website construction to someone locally by using Onforce.com. Onforce.com is a vendor service firm with local contacts. Their website is here:
Hope this helps.
