I seems like almost all regulation from the SEC is on Broker-Dealers and Public Companies. I can't seem to find information on regulation of Stock Exchanges themseleves. Does anybody know if it's possible to start a new exchange? How do you do it? How complicated would it be? And how is the SEC involved?
