Really much more about paid search advertising as opposed to search optimization - although it mentions optimization as an alternative/complement - but there`s certainly merit to claims that fraud is a huge problem in pay-per-click search advertising.  None of the major search engines has done enough to address the problem, but pressure is increasing on them to figure it out.  I know Google had to recently settle a class action lawsuit centered on this issue, and they`ll only deal with so many of those before they really crack down on fraud in the system.

As with any marketing tactic, PPC offers benefits and risks, and if you`re aware of those then you can probably find good ways to leverage search advertising.  But you don`t want to put all your eggs in one basket.
