Are there companies that a business can outsource to that focus on inbound and outbound sales that work on commision only?

Or, is it better to hire contract based employees individually based only on commision?

There are sales companies that outsource selling activities, but not on commission only. The usually charge a fee to create a plan and get setup to handle your product then a commission on each sale.
