Title tag matters for serp, meta tag doesn't. Meta tag tells the search engine spider that the site is what all about.

A site’s Meta tags may not be as important as it used to be before, however I feel that Meta Description is something you can’t just ignore. A site’s Meta description should contain a brief description of your website focusing on the areas and services that your business is specialized in.

Meta Tags, whilst need to be completed, are not that relevant to modern day SEO.  More important is the amount of quality inbound links you are getting from authority sources.

Meta tag description doesn`t matter for Search Engines any more, but it matters for users. Because they pay attention some time to the snippet - a short description of your site in the SERP.

Meta tags are the blocks which contain information about the contents of your web page and they exist into the head area of your web page. They are basically meant to communicate with the search engine. Most of the Meta tags are visible to the search engine only and not the visitor on your web page. But, Title tag is one which is visible to the search engine and the visitor as well. Most importantly, it attracts the search engine and the visitor very aggressively. Most search engines consider this tag as the primary information about the site and also an human visitor sees this information as the first thing on top left corner of the browser. Moreover, when one bookmarks the site, the text in this tag appears in the bookmarks list.

Though major search engines do not provide much importance to Meta tags, but still its better to optimize Meta tags. Basically of all the Meta tags the two primary tags that play a role in optimization are the Meta Keywords tag and the Meta description tag.

A Meta tag is basically an HTML tag, whose job is to furnish data to search engines regarding the kind of information present on the webpage. The purpose of a Meta tag(Title, Keywords, Description... etc) is to add information and steer the SE spiders. Meta tags are an important tool to SEO a website. However, the magnitude of the role Meta tags will play in improving the ranking of your website depends on the se you are targeting.

You best bet is to use your meta tags no matter what any tells you and the reason why is because there are other places that use those meta tags. Places such as bookmarking sites, social networks when making a post, and etc.

I have a website which is considered an authority in google, I still use all my meta tags and it does not hurt one bit. Matter fact I own over 400 sites that all still use all meta tags. Again there are other places that use these so it is best to always add them.

<title>TITLE</title>
<meta name="keywords" content="KEYWORDS" />
<meta name="description" content="DESCRIPTION" />
<meta name="revisit" content="5 days" />
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />
<meta http-equiv="Expires" content="0" />
<meta name="robots" content="index, follow" />
