A couple points:

- I think the site is plain and could use some more graphics that are part of the UI (of the website itself).
- Some of your links just really don`t make sense for example the "States and Captials" link on the left menu takes you to a page with a single question and answer.  Why even include those three bottom pages? 
- Your main page (index.html) needs to be more concise.  I would start with the products you develop and a little bit about the company.  Perhaps having a link to sample questions. 
-When you link to handango I would put your company name before the product for example "ECS - States and Capitals" and I would also make sure they can get back to your site via a logo, link or navigation menu. 
- For what its worth I find it backwards that "Next Card >>" is on the left in the pocketpc app and "Back" is on the right. 
- If you click "About Us" and then "Home" it goes to main.html instead of index.html.

You might consider using a website template to get you started.

You might also consider offering your services as a pocketpc programmer on the site as well.  I`ve written web apps for my palm 700w but might be interested in seeing offline products developed (yes, I know its wm5).

I thought the site was a waste of my time. What`s it supposed to do? I really don`t care about states, capitols, and flags, as I can look them up anywhere if necessary.

The blue text in the tabs above, almost disappeared into the forest green background. I clicked the "About Us" to find out why I was on this site, and it had no content.

The menu to the left was in both small navy-blue letter and large powder blue. I thought my browser had made an error, rendering the page incompletely. Turned out it was a design decision. Someone once said here, "it`s an acquired taste!" LOL! I thought that was a nicely done diplomatic expression.

What`s the point of the site? It tells me nothing, doesn`t pique my interest, and I have no desire to answer a question about a capitol, much less having to click on "Answer" to find it out. There`s no mystery about what are the capitols, so it means nothing to me.

Only when I clicked the "Home" button did I end up in a scattered page that looked like someone`s notes. That`s where I found out the site is somehow involved with software development for handheld devices.

My recommendation would be to bag it as a site developer, hand the entire thing over to a professional, and concentrate on writing software. Leave the advertising and marketing to professionals.

I think there is a lot of work to be done here too. Especially this page (http://www.ecsillc.com/cc.html). The navigation column turns to a visible table, and the "home" link, doesn`t return you to the landing page (http://www.ecsillc.com/).

I have to end by saying... I didn`t know what the purpose of the site was either. About us, was no help.

What do you want to accomplish with this web site?
Do you expect to make a profit from this web site?
What information you are trying to get across to your
readers?
Is the information you are trying to provide coming
across clear?
Is the information you are trying to provide helpful?
What kind of niche did you find for yourself?
Did you invest into this web site, money, research, how
competitive is this market? Or is there a market for this
information? Finally do you honestly feel that you put
100% of your best in this web site? Answer these
questions honestly to yourself then look at web site.
When you are finish answering these questions ask yourself is this the best work I can do? Or did you
put a bunch of nothing just to claim you have a web site? I apologize if I was hard on you, putting a web site together takes allot of work, planning, dedication, endurance, it is not a game!

Your site`s design is spare which can make for easy navigation. The purpose of the site; however, is not clearly stated. The content of the first page should be such that any visitor can know what the site`s philosophy or reason for being is. It would be helpful to know what the initials ECS stand for, especially since the "about" page is under construction. Overall, I would say that your site needs more content that orients the visitor as to what you are specifically offering, and why a visitor should look further into what you are offering.
