What I`m wondering is if you get "Operation Lite," when you get low-cost health care? For example, if you pay the full fee the surgeon closes the incisions and cleans up afterwards. But if you get the free version, the surgeon gives you a reference manual and tells you to close your own incisions.

Of course you get operation lite. And health care, and education LITE

Not quite to the level you describe, but the quality in general declines.
