What`s your business?

Can anyone suggest startup financing options for the credit challenged?
I am meeting allot of "no, we can`t help you right nows".
I have heard from groups that will pay your payroll, take out the taxes, cut the checks, for a "small fee", of course, But I need money in hand for so many aspects of the startup.
Any suggestions would be greatly appreciated.
Any good recommendations for web design, I designed my pages with a wysiwyg editor, but it lacks the polished image Ai want to put forth...
any ideas?
