If I have limited web experience how hard would this be to develop? Also, is it ethical to copy of www.digg.com idea but apply it towards a completely different topic? A lot of others are. I think there is freeware out there but my programming skills are lacking. What do you guys think?

without some serious programming skills it will be difficult. not impossible but difficult. There is nothing wrong with taking an idea and adapting it to a differant model or genre, or just doing it better. Digg was a copy of slashdot but with more bells on.

Thanks for the input. I forgot to mention I would like to get a free open source software package that is like digg. Rather then starting from scratch. I know there are a few projects out there are copying digg. What do you think?

starting with a prebuilt package is a great way to "test" the market and get a proof of concept up and running. Once you`ve got market buy-in and things are picking up then you can go out and get the money to have something developed which will really suit your needs.
I don`t know of any software like that off hand but i recall the slashdot codebase was released as open source at one point or another.
Even if you do find some code you`re still going to need some help setting it up and mainting it. i`d start to find someone who shares your passion and bring them on board.
