I want to develop a web site for the purpose of creating a network of consumers, business people, entreprenuers, thinkers,  basically anybody who wants more than that what they have right now.

The primary purpose of this web site will be for people to register and refer others to register through a referal system.

It would need to be able to keep track of who registered, who refered who to the web site and what programs that they are interested in just.

The closest description that I have found would be an MLM networking  software Program that would be integrated into a web site so people can register on there own.

Is this possible and how difficult would it be for me to do or get help to do.

Mike,
Well your idea is feasible.. It can be done. Now the difficulty of developing the web site comes down the following factors:
1. What is your level of web development
2. What is your level of Database Designing and Architecture experience
3. What Language do you code in and what is your experience with it? example: php,cgi , asp, cfm, or jsp?
4. If you are looking to have someone develop such application for you, what is your budget?
just a ball park figure you are looking at about, 10K at least...or more... It all depends on the functionality and complexity of the web development.

I am currently designing something similar to what you are describing, the only difference it`s not for networking it`s for keeping track of affiliates..
But yeah, expect to dish out some cash...

If you are not web design savvy, then you will probably need to learn the ins & outs of what is necessary to create a portal like the one you described. If you want to create the website yourself then it could take you a bit of time considering the fact that you will need to do everything in terms of design and coding of the website.
A better alternative would be to hire a website designer who would be able to put together your idea. In terms of the software that would run the site, I would recommend a combination of PHP & MySQL  along with a Content Management System they are free and are perfect for running web portals that focus on community oriented projects.

hmm

at first Iwas  thinking, wow,  10K  Im done..  But then about an hour later, I thought  maybe I can partner with someone already doing the same sort of format but offering different products.  Create a non compete agreement and Ill even promote their products within my organization,

Personally it sounds like I have solved my problem, is there anything that I`m missing??  anybody?? any advice for such an arrangment?

Does anybody know someone who does that type of MLM/ affiliate program with multiple levels of compensation.

try looking for MLM forums to start. Maybe you can find someone in one of those that can assist you. You could always run a free post on rentacoder and see if you get any reasonable price quotes. You don`t have to accept any offer and it would give you a better idea of the actual cost.

Just a word to the wise, Be careful in dealing with MLM`s there are so many laws protecting consumers and if you do a joint venture with someone who is an MLM marketer make sure you know everything about their business before making any deals.
