As a manufacturer that gets approached a lot about how to get products out on the market, I always suggest the following steps:
 
1.  Make a recipe (or recipes) that have people "absolutely" rave about.
2.  Make a small sample from home (or commercial kitchen)
3.  Sample it out to retailers (Costco, Sam`s Club, Trader Joe`s, etc.).  Find a connection somehow to a buyer of the category you want to sell to (you`ll be surprised that you know someone who knows someone who knows someone......)
4.  Get them to like the product, or offer to make adjustments based on the buyer`s suggestion and set up another appointment.
5.  Establish the `gold standard`
6.  Establish a ballpark price
7.  Get a commitment to buy and ask for a lead time
8.  Worry about the production facility then
 
Please don`t be discouraged because your item is a "luxury".  After speaking to the guy who blew up Haagen Dazs, anything is possible.  Remember, his ice cream was priced a lot higher than his competitors, yet he became successful.  People will pay for top quality regardless of the economic conditions.  Please read stories about See`s Candies, Mrs. Field`s, etc.

Hi.  I have a candy company and will try to help. 
You should check with your states dept of agriculture for permit and licensing info.  just google: georgia dept. of agriculture.  They should either have the info posted or at least have contacts to call to get the info that you need.
I am in TN and I run my candy business from home.  My hubby built an extra room in the garage that houses my commercial kitchen.  your dept of ag should be able to give you details on what you need to set up a commercial kitchen.  
If this isn`t feasible look into renting a local deli or restaurant after hours.
Until you get licensed then you may be able to sell at local farmer`s markets or craft shows and festivals.  Thats how I got started. 
Another tip: print some business cards and/or brochures and always have them handy.  Just email if you have any questions, I`d be glad to help.

Oh the issues we face being in specialty food.  Just as everyone reiterated with specialty products you have to constantly remind the public you are there.  We do a farmer`s market every Sat for 2 years and still have people say "I have never heard of you".  Out of site out of mind.
Still the best advice I can give is to keep at it via word of mouth, tell everyone what you are doing and don`t be afraid to tell them to suggest your product to their friends.  Work on local opportunities that promote your business such as local markets, etc.  As soon as you have the business to justify the expense find a place to rent or a co-packer so that you can grow and be above board.
