I would like to start some type of business that revolves around my hobby which is couponing. I shop usually only drug stores and grocery stores but 99% of the time I pay only tax for several items or I make money from the store off items I purchase. Several people have suggested a personal shopper but I'm having trouble deciding how I would charge for this. Also their are different deals each week so I only know about 2 weeks in advance what the sales are. Any input would be appreciated thank you all in advance.

Create a website that offers both advice as well as coupons.  You can supplement it with ebooks on how to really use these methods to prosper.  Develop, run and charge for online seminars on how to do this properly - there are many ways to earn money from this online - even subscriptions to your advice or deals of the week.

The business of couponing is quite smart, however there is a lot of competition. A lot of the major grocery and retail stores post weekly specials and coupons on their websites.

I like the idea of you 'teaching' people how to become smart shoppers.  Start out small, maybe by holding small talks/workshops in your community.

I agree with Daniel and above.  Start your own website with ideas and strategies to get people to frequent your page etc;  Also, start a Meetup group in your area that focuses on the subject.  Teach other people what you are doing and how.  I realize your first inclination is to think they'll steal your ideas etc; but they won't.  Most people don't have the same vision or passion about the subject you do, and some good ideas will come out of the teaching for you.  Your local library generally has a meeting room that you can use for $20 or less, and Meetup.com  works really well to reach out to the local community. 

I have a client launching a nationwide website that could use a resource for coupons etc;  perhaps there's opportunity there for you...

Create your own website which includes services that you want to give. Also try to include your hobby through providing those services. Nowadays people are earning through such websites. Good Luck.

You could write an ebook and sell that. You could make a coupon course and sell that as well. You have many options.
