I'm having trouble finishing my business plan, and could use some advice.

1. Personnel - The business will be Internet based (part of it anyway) with a user control panel and lots of features and functions. I know I will need people to design and create the website/portal and the software to run it, but not sure where to find those types of people, what it will cost, how many we will need, whether to hire or outsource, etc. Would like to discuss this with someone in the know and get your input.

2. Location - I've been researching "Best areas to start a business", as far as tax rates, etc. I prefer Denver, but if their corporate taxation is high, I'll look elsewhere. (Haven't been able to find info on this though)

3. Financing - What's the best way to approach Angel Investors? Any suggestions?
