This is the market I want to target. Okay, so how do I go about doing this...lol. First, I know I need to provide value and find my unique positioning...

Just to make sure I have been clear your unique selling or value proposition does not have to be exclusive....just unique or differentiated in terms of the specific value you provide.
 
One way you might consider finding your USP/UVP is to go talk with some of these people.  Ask them what would help them.
 
You might consider posting a message board here at StartupNation, "Calling all.....whomevers"
 
I think once you begin learning from you target, you will see areas of potential differentiation.
 
I can`t wait to see what is next for you.

I will be asking around, but the best part is - I am my target market. But I don`t want to put up the same ol site with a ton of resources. I want to actually HELP working parents who want to start a business or who have just started.
 
I will have to find the areas of differentiation...

First of all you are absolutley correct to not rely soley on your own opinions and perceptions.  Even if you are smack dab in the sweet spot fo your niche, you, like all of us, have all kinds of wild misconceptions about what you need to provide.
Keep talking to others of you ilk.  Don`t tell them what you are doing...ask them what they want.
 
Let me make another suggestion...
 
Do a little self exploration too.  Visit ThePerfectBizFinder and follow the exercises I have provided there.  They are free and you won`t be sold anything to access them. 
 
They take you through a process that is vital to creating the perfect outcome.  They include steps that have never been included in any previously published system.
 
I promise you it will help crystalize your vision and get you started right.

Good to hear that you have your goal now, the tag line. :-) That gives you the first step in your master To-Do list.

Your next step is to do some research to find out about social-networking software, and someone with the technical skills to set it up and maintain it on some sort of Web server. That means getting a domain name, which means figuring out a name for this company.

What sort of ideas do you have at the moment, for a name?

I was thinking about experimenting with Ning.com. It seems like a good way to get started with a social network.

For names, I go back and forth between something Google-ish and something like ParentOwned.com or Parent Biz Network.  I  think I should go with a name that means something. So maybe something with network. hhmmm....I will be thinking about it this weekend.

Don`t create the name of your company based on the URL. No matter what`s the URL eventually, your branding and content will associate the domain in people`s memories. Focus on creating a great company name. It may happen to be available as a domain, but that shouldn`t be your first consideration.

Istoops - Ning is quite a good system but you might consider building a Facebook group first.

Here`s why.  When you create a group, a community, the most difficult challenge is getting people to start communicating.  If visitors come to the community with no comments they assume nothing is happening there, will not join and your idea fails to get traction.

On the other hand, with facebook the creation of community is much more viral by nature.  You start by creating your presence, find and make new "friends", join other groups and comments,  then create your own group and invite your `friends` to it. 

As you start posting comments on your group "wall" the dialogue begins.  Once you have people comminicating and sharing you can decide if you want build a ning community or not.
