More than pay per click for sponsered ads?

I was contacted by a company today that told me for $75 per month they could put me on top of the sponsored ads you see in the shaded area on top of each page for our keywords in google search. $75 total, no pay per click campaigns.  I declined their offer, but I`m wondering if this is true.  Is google allowing another company to offer that, or is it just another scam?

The "sponsored link" ads that appear on the top and right of the a Google search result are both "adwords". The order in which an adword appears is determined by the price the advertiser is willing to pay... the higher bidder (for the related keyword) gets a higher placement.
 
Which two or three sponsored links appear at the top of a Google search page is determined by Google. Usually, it is both a high bidder and an ad that produces a high click through rate.

Thanks Roland, I understand about adwords, but they told me it was not the same as adwords, pay per click.  Just a flat $75 to be on top.  That is why I was confused.

As far as I know you can not buy the location of an adword (or top of page adword)... the source of those top of page ads comes from the pool of adwords advertisers. Google then selects from that pool the 2 or 3 ads that produce the most click throughs and puts them at the top. But this is all Google`s choice.
 
Of course the other question is - are adwords worth it?
 
I believe there have been studies done that suggest people click on organic search results more than on adwords.
 
Adwords have there place - they can help get a site seen before organic results kick in (adwords do not affect organic search results). Adwords can be used to reach other keywords not optimized for on the website.

I`ve seen a lot of pitches like these.  They are usually a link farm and they don`t seem to be effective in raising your Google placement, nor do they seem to hurt.  One thing that does hurt your placement is inactivity.  Due to a move and serious illness I haven`t changed my web site for more than a year, and my search results have all but disappeared from Google.

An update to my site is in progress now.

This is a well-known scam.  No company can promise you those top places.  They are achieved by using Google Adwords.  Even when using Google you can not choose to be put in those spots.

Just because a company tells you they can do something does not mean it is true.

Also, if those ads were not from Google, they would not say sponsored links in the right hand corner.
