Is the use of meta refresh tag ethical from search engine point of view?Does search engines penalize sites that use meta refresh tags.

Has the old URL been permanently moved? If so, I'd recommend using a permanent 301 redirect. That would be your best bet.

that is not an ethical technique, if you want organic thing then you should try 301 redirecting to new url

you can use meta refresh tag to display any page updates without user Interaction. it wont affect search engine rank. Instead of meta refresh try to use AJAX.
