I have an LLC. I need to hire sales people to sell my service. What is the advantage to hire them as consultant independently vs. on Manpower?

If I hire them as independent consultant, how can I find a consultant contract?

I am sure Manpower would take care of the screening, background, and labor cost for you.

I would like to pay them with commissions only (no fix). Would Manpower handle such incentive structure or do I have to pay some kind of fix?

I would treat this just as hiring a new employee but make it clear througout the process that it is an independant contract position.
Why pay someone else a commission to do this for you? My experience is that there is not a lot of due dilligence done by recruiters, and that is precisely why you pay them.
 
Advertise, Interview, and contract a person on your own, you will generally have just as good results with much less expense.
