Looking to start a biz in LV

Hi all-

My business partner and I are looking to start a new business supporting large conferences and events.  Niether of us currently live in LV, but our business would benefit from the location, since so many conferences and events are based in LV.  

I have read a lot about the possible benefits of small business in LV, however there is a lot of conflicting info.   I am specifically concerned about our main residence not being in LV, and how much of an issue that is (I am based in NY, he is in CA, however I may be in CA soon.)   

In order to take advantage of all the tax breaks, must we both live in LV?  Just one of us?  Do we just need a local address?    

Any help appreciated, I would love to hear from anyone who has recently started a biz in Las Vegas.
